Letter of Commendation

This official letter commends Louise Ruffe for "your excellent work here, and to congratulate you upon having been a member of a service which has received such high commendation from our Commander-in-Chief as the Signal Corps, American E.F." It says Ruffe was "of material assistance in proving the success of the experiment of utilizing skilled telephone women with the Army at War."
